1983 Mercedes 240D Starter problem; any ideas?

Our little 240D diesel car is having trouble starting. The starter has a new drive, motor brushes, and solenoid. Still, sometimes the starter will just spin over and never engage the bendix into the engine. Also, twice I have tried to start it, and

You might have a bad, mis-adjusted or too-tight of a mechanism in the starter solenoid (the one on the starter). This might prevent the solenoid plunger from actating fully.

VW`s had an open ended starter and required a bushing replacement
